That is exactly what it's there for. Basically, it stops the belt from
vibrating too much. It's not supposed to rub against the belt under
normal opperation. However, if you notice as you rev the engine up the
belt will vibrate more at certain harmonics. That is also why that pin
is adjustable, so it doesn't rub under normal conditions. As was also
stated, it may be time to buy a new belt.
