Nick,

Best thing to do is call your local machine shop and ask them who they
use.  Failing that, you can go in the phone book under Coatings, Painting,
Metal Treatments and find a shop who does Powder Coating.   They might do
anno, and if they don't they'll know who does.

Cost, I think around $80 is what it would have cost here in the Bay Area,
but a friend hooked it up for me for free.
