Nope, Fay...you don't get the contact information of previous owners.  

Carfax is just a breakdown of title transfers & emissions/safety inspections...maybe divulges a "total loss" payout if you are lucky.  I was lucky to avoid a Passat TDi I wanted six years ago that HAD been totaled and logged in the DMV & Carfax databases.  Saved me $8k of headache.

Carfax is completely dependent on DMV data.  Over the years, the personal data of registrations, licenses, and so on has become private courtesy of the Federales.  Even cops have been disciplined if they access information w/o a valid reason (and checking out an attractive gal in a Cabriolet does not count as valid)...
