checking ATF level

Hi. After removing/mounting the radiator, which has two hoses for ATF, I have 
trouble checking the ATF level. All manuals say that with cold engine it 
should be only at the tip of the dipstick (20C mark), and with hot between min 
and max. The second measurement is ok, level is exactly between min/max. 
However, when the engine is cold (and _not_ running), the whole plastic part 
of dipstick is covered with oil. Something's wrong, or should I measure cold 
level with engine running?

The car is '90 A100 2.3 NF.
