If you look at the drawing at http://20v.org/brakere.htm the item that gets rusty and binds is #13. Scroll down to near the bottom of the page and you'll see an example of a rusty one.

Only way to fix this completely is to take the caliper apart, clean out the rust, relubricate with a caliper lubricant and reassemble. If you can get the lever to release and then never apply the parking brake again, the rears won't seize up any more. Some folks have reported temporary relief from the seizing while still using the parking brake by pulling the lever as far out of its chamber as possible (like an 1/8th inch), cleaning off the rust and applying lots of something like Kroil or PB Blaster. I found that process very temporary. The only VAG product in my yard (which includes four Audis) that I use the parking brake on regularly is the VW diesel, which has drum rears.
