I've done a few that were "low", by topping, up with no issues. I've found
that when they are disassembled and reassembled, and air gets in with some
water vapor, that these are dicey to get working well without a vacuum to
pull out the water. It's the water that is the enemy.
You could get the water out by "flushing" the system, but this is not
practical either from an environmental or monetary perspective.
