You've got water in the cables, most likely.  Get under the car
(remember: SAFELY, use jack stands, chock wheels, have someone around,
etc) and spray WD-40 (WD stands for Water Dispersal) in from the
e-brake lever side.  Check the boots on the cable, lubricate them with
a grease safe for rubber.

Parking brake problems can be with the cable, the lever, the
caliper/piston rusting, or the mechanism inside the caliper itself.
The lever and internal mechanism require complete dis-assembly using
circlip pliers, etc.  From your description, it certainly sounds like
the classic "water in the cables" problem...had a lot of slush or rain
recently, or gone through the carwash?

If the cables don't allow the arm on the caliper to fully retract when
it isn't freezing (but the problem is not in adjustment on the e-brake
lever side) you need new cables- they've rusted inside.  Playing with
the cable and lever will allow you to figure out which is impeding
which.
