It "preserves" it.  Modern gasoline has a very short shelf life and gums 
up the works - it actually smells awful once it goes "bad".

A year or two ago I was trying to use my chainsaw, nothing doing at all. 
  Dumped the gas and added fresh, fired right up.

It's a lot harder on FI systems, my mower doesn't seem to care (or have 
my trucks), and unless the lead "substitute" also stabilizes, my '57 
loader doesn't care either.
