You want the "good condition" private party value. Unless the car is
cosmetically *perfect*, ie the car would need NOTHING to be sold by a
dealer, it doesn't qualify for "excellent."
Also, in this market, it's kinda "whatever you can get", though some
people claim that the used market is "hot", with people eager to not
be on the wrong side of the depreciation curve. I would guess that if
your friend had a 2-3 year old Camry, this would apply. On a 21 year
old car, you're looking for an enthusiast- and people have a lot less
money to throw around on for-fun cars.
Apparently the market for muscle cars and the like collapsed overnight..
