When my '99 A4 wouldn't start, it was the starter. My second guess would have
been the ignition switch. Since you have both those covered, it might be an
ignition coil, but I would think they all wouldn't die at once (there are 3
of them). It could be a reference sensor. If it's an automatic, it may be the
lockout. My '94 100 S Avant wouldn't start sometimes unless I jiggled the
shift lever.
But rather than guessing, I think at this point you have to "pull the codes".
And since it's OBD-II, you'll need VAG-COM or a generic OBD-II reader. The
generic reader won't give you all the VAG specific stuff, but it should tell
you why it isn't starting. <$100 at your local FLAPS. (And no, I don't know
of a good cheap one.)
