airflow sensor height spec

Hello,
I'm doing some basic checks on my engine to get rid of a cold start problem
this winter. Cold start valve functions right ( I've checked the on-time
versus temperature, and flow pattern ). Temp sensor to ECU also is ok.
Still, the engine seems overly rich as disconnecting the start valve helps
in starting. I actually had a manual switch for the cold start valve this
winter and never really needed to give more than 4 sec, even in minus 15
Celcius ( say 5 F ). System pressure is OK, sensor plate moves correctly.
 
 I'm now checking the basic and rest position of the sensor plate. For the
 rest position, Bently says 1.9 + 1.1 mm.  Does than mean 1.9+1.1=3mm ? or
some tolerance specification ?
