Wiper Motor Park Position

The park position is controlled by a contact on the wiper motor assembly.
The contacts are open while the wipers are parked and close while the wipers
are at a position other than the park position.  This ensures the wiper will
park in a consistent location ... unless that contact comes loose and opens
when the wipers are out of position.  

Another possibility would be intermittent power to the wiper motor ... but
the relay would not be involved with this.
