200 10V stumbles, poor mileage

I checked ignition control function of ECU and I am not sure about the 
result.  Repair Manual says that while cranking,  voltage between 
terminal 2 and 3 of the ignition booster connector should be no less 
than 0.2 V.  I don't see any steady DC value.  Most of the time it is 
close to zero and just sometime ~1.4 V blinks on the multimeter's screen.
Anyone remember what you saw at this test?

Most likely it is not the cause of my problem cause symptoms are same 
with spare ECU, but being not able to interpret the measurement bothers me.
