I would venture that it's the tyres as well.
They don't really have summer and winter tyres, just tyres, which are
generally utter crap in snow.
I didn't really, really appreciate that until I moved to Canada. Fitted
studded tyres to the golf then rushed off to Toys'R'Us in freezing rain,
whipped into the car park, found a parking slot, pulled in, got out of the
car and promptly fell on my arse 'cos the tyres had WAY more grip than my
shoes.

It's hard to train drivers to do the right thing in conditions that they
encounter at most, once a decade, so we should leave them to their warm
beer, irregular trains, NHS (that would have Aneurin Bevan turning in his
grave) and Chicken Tikka Massala and move on (whilst watching the 6 nations
live over the internet 'cos it's not all bad in the UK after all)....
