3B fuel injector question

Hi gang, I'm in the midst of swapping a 3B from a 91 200 into an 83 ur-q.
I'm having one problem that baffles me. I have fuel pump running but not injectors. I've gone through the harness and verified inputs/outputs at the ECU including crank position and flywheel sensors and everything I've found seems to check out.
Only thing I haven't done is blink out hte codes. 
I'm wondering if someone out there has seen this before???
