I've seen this type of thing often on older VAG products. It's not that
you're testing wrong, so don't take me the wrong way:
One of the major clues is that even with a flat battery, it starts well with
a jump from an external power source of some kind.
The issue stems from fairly poor quality primary wiring. It's not uncommon
for moisture to wick between the insulation and wiring itself, causing
corrosion internally. Add this to marginal sized wiring, and the wiring
will test OK (in terms of resistance), but it's unable to carry the required
current. Remember, to show 0 ohms on a multimeter, all you need is a single
strand of good wire (basically).
Maybe overkill, but I usually replace the engine and battery grounds with 2
guage or 4 guage. Same with the alternator to battery and battery to
starter.
Good quality, modern ropelay wiring should solve your starting issue.
There's one other (less likely) possibility... the starting capacity of the
battery is too low. Testing voltage isn't enough. I use a Midtronics
tester, but any "battery" type of place should have a Midtronics or
equivalent. Very quick to verify the ACTUAL CCA of the battery.
