It does vary state-to-state, but generally speaking any engine transplant
needs to meet the emissions regulations of whichever is newer (engine, or
vehicle). Pragmatically speaking, it has to meet the vehicle's
requirements. Which in this case means OBD-2.
In this case, it's not impossible, but not very practical. Physically,
it'll fit.
