If it's an H1 it's the "second" high beam, yes.

On my 90 it's like that, too.

And by all means, relay those low beams.  Aim them right and you 
shouldn't be blinding anyone.  I don't see why lots of high beam would 
be a problem, you turn them off when traffic is approaching... right?

I'm running 100/80 (or 100/55?) H4s and 100w H1s, works great.
