I believe there is a 3 strikes and you're dead rule on the radio. If
you enter the code in wrong too many times it locks out and you have to
leave the radio on for an hour before you can retry again. However, if
you do that whole process 3 times and still don't get it right the radio
shuts down for good. No amount of waiting will help.
So, it seems somebody tried to unlock it once to many times already.
Sounds like you need to have some words with whoever you bought it from.
