At least in my county which does emissions tests, if some glitch occurs in connecting to the OBD II port, they do it the old fashioned way; actually go measure the HC, CO, NOx, and dilution ratios from the exhaust at idle and 2500 RPM :-). Go figure! I actually like to get that data since it's more telling than simply reading the readiness codes from the ECU.

First question is, is there an aftermarket stereo in the car? Ran into
that more than once on the later model German cars. The problem is in
the adapter between the stereo and the factory connector. Trace one of
the feed wires (blue, I think) and you will see where it goes to two
connectors. Cut it, and the problem vanishes. The connector
manufacturer did that so it would work for several cars.
