Voltage source to Thermo Time Switch

I'm only getting 5.5 volts to the thermo time switch in my '84 CoupeGT. It should be getting 12 volts to do it's job. Need to know the source of where the voltage for the thermo time switch originates and where the wires run to under the dash.
Any help appreciated.
