3M Strip Caulk is great for that sort of thing.  Lasts for years, if not 
decades.  In that application it will probably need periodic renewal due 
to attrition when removing/replacing the cap though.

Also, try to read the part number off the cap, see if dealer can get 
one.  First, though, make sure the cap is the same # as the ones that 
work - a few wheels used similar, but slightly different diameter, caps.
