Coupe Quattro starts but won't restart...

My 1990 Coupe Quattro has a strange issue; hopefully someone on the list can
shed some light on my problem.  The car starts fine, but if I shut it off it
won't restart unless I disconnect the negative battery terminal, wait a
second, then reattach it.  Then she starts right up.  The starter, battery
and ignition switch are new.  It acts like a relay is not releasing until
power is interrupted.  The load reduction relay seems to work as it should.
I asked a friend to lay in the car under the relay panel and listen and feel
for a relay clicking when I disconnect the negative terminal.  The only one
we found was the interior light relay.  

 

Has anyone experienced this situation before?  I've been working hard to get
this Ginster Coupe back on the road and this is all that's keeping me from
driving it every day.  Help!
