Dan,
The wheel covers hid vanes attached to their inner surface. Those vanes
would extract air through the wheels to cool the brakes and create a
low-pressure area beneath the vehicle (free downforce). The extracted
air needed to vent between the rim and the wheel cover so that's why
they stick out further than the tire.
