You are welcome Hayes.  No biggie.  I think the idea that the voltage looked 
high may simply have been because the starter wwas not drawing current and 
the car wasn't starting either.  A nice fresh starter from Canadian 
Alternator and Starter at 176 Bullock drive did the job.  Cleaned up the 
interface between the bellhousing and the starter, sanded the painted 
surfaces of the starter, in she went and all was good.
