It's the sheath that provides the air path. Soldering or crimping then heat shrinking is done above where the sheath ends. The sheath is sometimes in place for more than wire protection.

Or... Perhaps they suspect that the usual shade tree wrench lacks
soldering skills but can manage to use a BF pair of pliers (crimping tool).
