I forget what that one is, but I think as Mark replied, undoing is easy 
with air tools.  Tightening, on the other hand...

People use hammers and chisels to undo those castle nuts.  The tool is
eight bucks and generic at FLAPS, new castle nuts a dollar or so each. 
You do the math.

Tough.  Some claim they go bad quickly, others elsewise.  But if you're 
in there, they are not expensive, so why not replace?

Be careful and don't kill yourself with the spring compressor?

Loosen the axle bolt with tires on ground.  Retorque carefully, and 
ideally, replace with new.  It's a stretch bolt.
