Cruise control doesnt work on a '91 100

I believe the cruise control control unit in the type 44 chassis is under
the dash top behind the glove compartment.

The cruise control system holds pressure fine and everything is tight and
secure. I've replaced the pump with a known good one and it didnt solve the
problem.

The pedal switches are seated fine.

My '91 CQ has a cruise control relay. I cant find it on my '91 100.

Any other suggestions to fix the cruise control?

Is the bellow securely bolted to the bracket on the block? Personal
experience with that one.
