You betcha!  There are so many fail safe mechanisms on the CC it is almost absurd.  Each pedal has both an electrical and a vacuum switch which shut off any throttle control, and then the CC control module is grounded via the brake light circuit.  

That is one I forgot to mention earlier ... have someone check the brake lights to make sure that they are operating properly ... if the brake lights are out or the brake switch is always on the CC will not engage.

Too bad they didn't think of a fail safe for the crazy bushing on the rod that goes from the vacuum motor to the TB!

Does the electrical portion of the switch have anything to do with cruise
control operation?  My believe has been that it does not, that only the
vacuum portion is used by the CC.  Could be wrong though.

Good. Now check if the switches hold vacuum. Mine didn't.
