Fluctuating Temperature gauge

common, esp on the newer c4,b/c5 cars.

Most often sender has an intermittent (open?); occasionally i have heard of the guage itself being the problem.

I would check the sender. You have verified that the water is actually hot. So it must be the measuring apparatus.
