 I'd go after the diagnostics this order:
Cam to crank timing - 16v timing common mistake
Cam to cam timing - many euro-cars use double 12 o'clock position - check cam chain tension while there
Compression check
Crankcase ventilation routing was done wrong when put together

my .02 with the information provided - Pressure in the crankcase would be my big concern after baseline timing check

I'd be checking the  valve/cam timing Ben, many of the symptoms point that way. Back firing, no power, won't rev, poor vacuum... perhaps even the crankcase/dipstick hissing too. What about distributor hall sender........ crankshaft key??

I hope he ponies up the funds, I'd like to know what you find.
