Be wary of hard drive recovery companies
We lost a drive at work, similar scenarios, posted the drive off and they did some basic analysis for a nominal fee.
Came back saying they could probably do something, looked a bit further and decided they needed another pcb..... after a while told us they couldn't find one, we hunted around and decommissioned a server which had exactly the same revision drives, sent them a drive.
After much argument they sent us a report of all the files which could be recovered, the report was basically a list of generic files you would find on any windows operating system.... We paid out approximately £800 to get us that far...

You could try to find an identical drive and swap the circuit boards.
Quite often it is a fault on the board rather than a motor failure.
Perhaps a bust component from static, etc. It has worked before, and
sometimes not, but winds up being less than $700.

YMMV ... but if it varies too much then just throw the drive a little
further. :)
