If you're talking about the battery in the key, yes.  You'll
need to make the car "adapt" to your key so that the remote control
works again.  You can do it yourself.  See below.

It's a "panic" button and sets off the car's alarm.

Dealer is one option ($$$), _some_ aftermarket sources may be able
to make you a replacement but AFAIK they must have access to the
VAG key database and be able to program the key for your car.
This is a different level of programming than the key battery
case.

> 4. Can you program the key yourself or does the dealer have to do it?

For the simple case of re-adapting the car to your key's remote control,
after the key battery is replaced, all you need to do is to unlock the
car with the key at the driver's door handle lock cylinder, turn on the
ignition and then and turn off ignition.  That's it.  The key's remote
should now work.
