Climate Control

Hello All,
I am trying to resurrect a $300 87 5kcsq. 
It runs and is getting better, but I've run into an odd (to me) issue.
The will start from cold and the idle will gradually increase. Up to 3k.+-
Now this is with the climate control on auto. If the cc is turned off or to econ, the will not idle. If I pull any of the fuzes or the relay for the ac it will not idle. btw, no belt on the ac pump.
The car than will not start after it shuts down till it sits for 1 min plus.
Would this the isv?
