Paint Chips

So I have a couple of big chips on the hood of my car and one in the rear passenger's side door sill - see -

I have the touch up paint but I'm wondering the best way to handle these. Do I need to prime them, since they appear
to be down to metal and have a bit of discoloration on them? The ones on the hood are about the size of a dime, so
they are fairly large. Advice on how to make them look presentable would be appreciated.
