Maybe not on snow, but a racing tire like this on ice would do it.

The hill in the commercial is 37.5 DEGREES. That's 77%.
Your 30% slope is 17 degrees.
I very strongly doubt there is a tyre in this world that will achieve
that amount of friction on snow.
A good street tyre on dry asphalt will manage around 100%.
