VW 1l engine car for real

This is several years old. It was more of a technology test bed than an actual car, although who knows, the way things
are in China, maybe they would use it to help assist in their population control..... Between the lack of safety items and
the 'quality' of the drivers in China....

Just curious if any of the folks on this list have heard about the high 
fuel mileage in this link. Is it for real? And are the reports that it
