Yes, absolutely. If you also have a semi-unpleasant, sweetish smell in
the car, that is an additional symptom.

The stuff on the glass is mostly pure water. You are essentially
distilling the coolant by evaporating it and then condensing it onto
the cold glass.
If you blow air at high power directly onto the windshield, some
coolant may spray up there, of course.
