I have not followed the whole thread, but have you verified that the fuel
pressure, and more importantly, control pressure are OK? Is he 02 sensor
duty cycle OK when the air bypass valve control current is at the specified
value (430mv I think)?

It is critical to have all of the basic settings correct on the the CIS
system before you do any other diagnostics.

I have found a few CIS diagnostic flow charts on the web - mostly focused on
Volvos. Some of the ones from Bosch are also available online. But either
way, its really important for you to read about CIS and learn how it works.
Its not intuitive (at least it was not to me), bit once you understand it,
it becomes much easier to diagnose,
