Just looked at the DOT headlights I pulled from one of my 200q20vs to
replace with E-lites.  Don't see any of the clips you need to disassemble
the European type lights, so I'm guessing there's no way to take the DOT
lights apart for lens cleaning.   You might be able to pull the bulb
assembly from the back and pour a cleaner through that and then back out
the bulb hole, but you certainly won't be able to wipe 'em out from the
back.

While prepping for a brake and light inspection to revive a salvaged CQ, 
I've been informed I'll have to clean the INSIDE of the headlights.  
They're fogged (not moisture) and the result is they're not emitting 
enough light to allow the test equipment to operate properly.   Looking 
for BTDTs, cleaners, techniques, etc.  I'm guessing they have to come 
out to do this, but maybe one of you knows otherwise.
