Just purchased a 90 with 10 valve engine

G'day all gurus.
I have just purchased this mainly because of the good parts on it but it is 
very clean condition and the engine and seems fine apart from the fact the 
although it starts and idles perfectly it will nor rev beyond about 1500 
rpm. The previous owner suggests that the timing belt could be  fault?!
If I can sought this out I might be tempted to not steal bits off it.

Any ideas please?
