'91 100q After Run Fan

The after run fan in my '91 100q car (NF) never comes on - unless I connect
the wires together. In an attempt to have it come on at a higher temp, I
performed the following:

-changed the sensor to 85 degrees
-used a 7A bracket and moved the sensor to the manifold side

The fan still did not turn on after a good run.

Then, I actually freed up the sensor and held it against the EM with two
different sensors immediately after a shut off and it still didnt come on.

Wow, what does it take to get this thing to work? Is there even a lower temp
sensor I can use? Or can a sensor be modified somehow?
