Radiator Fan

Hi all,

 

When driving I noticed the motor coolant temperature climbing as soon as I
went from at least 80km/hour to 50km/hour. Temperature of coolant climbing
to 100C. Under the hood the radiator fan motor blades has resistance when
trying to spin blades. This fan blade should have very little resistance as
far as I know. Right?  I cannot get fan blades to spin when flicking.
