Sadly I've had that failure. Bad fan if it doesn't spin with a touch.
If you don't have the TSB for fuse for the fan (80A!) then disconnect the
battery before you burn the wiring harness on after run.
I did "reman" one of these by replacing the bearings/brushes once upon a
time when I didn't have access to a replacement.
