A4 Radio Stuck in SAFE Mode

All,

The GF's 2001 A4 has returned after a length stay at the shop.  The
radio is in SAFE mode, but does not respond when attempts are made to
change it.

The procedure calls for the P.SCAN and RBDS buttons to be pressed
simultaneously until "1000" appears on the screen.  Problem is that
"1000" never appears.  Nothing happens.  Anyone have an idea on what
could be wrong and how to wake it up?
