Thanks Tony.  I was too lazy to look it up.  =)

The axle bolts aren't expensive (under $15.00) and are definitely a
torque-to-yield (stretch) design.  The procedures are one-time-use and it's
just cheap insurance.
If they backed out, really bad things could happen.  Just saying.
