Well, obviously, as temp decreases, pressure drops, for constant "n" and 
"V".  But I think the formula below is wildly exaggerated.  Perhaps 1 
psi/10 degrees?  Just plug the numbers into Boyle's Law to get the real 
skinny, of course.  Don't forget to use Kelvins, of course, to get 
appropriate "t" ratios.

As far as the rim/tire, just bring it into your local shop or decent 
tire specialists and have them fix it.  A leak that bad will be easy to 
find in a water tank.
