Key Start at Cold Temperatures

When I turn the key to the start position, I hear nothing. I turn key to
off, then turn to start position again and the motor turns over. Turning the
key to start position and I hear nothing only happens when the temperature
is -10C or colder. Turning the key when it is cold is a little stiffer than
at higher temperatures. Car will crank over slowly, may not start at all.

 

Ideas?
