agreed w/ others. polishing the lenses can help, relay / proper wiring will
definitely help, and a good quality bulb will also help, although the bulbs
dont degrade over time it always seemed like the sylvania  /osram/hella
stuff had teh strongest beam.

for cost effective i'd get a depo euro pattern halogen. i converted my b5a4
to hid's [us s4 housings] and never really thought they were better than
good halogens. some guys had good luck w 55 watt hid upgrades [vs 35w stock]
but apparently it's VERY bright. might not be a bad way to go w/ ecode
halogen housings and cheap hid retrofit kit..

likewise on the b7, the halogens are fantastic. i just got us bixenon
housings to convert [ay yay YAY is this sh!t expensive!!!] - hopefully they
work as good as they look.
