'91 CQ Window Regulator

My '91 CQ driver window makes crackling sounds on up and down. I just removed
the window motor to inspect the regulator. 

The gears and the wire spooler are in good shape but are completely lacking
lubrication. The lubrication is hard and cracked. I am considering relubing it
and putting it back together.

The pulleys may be producing the cracking sounds too, although they appear in
good shape. Can the pulleys produce the crackling sounds? Do they have
bearings that can go bad?
